Bering Sea and Aleutian Islands Crab Fisheries Economic Data Collection Program:
External Independent Peer Review by the Center for Independent Experts
NOAA Fisheries, Alaska Fisheries Science Center (AFSC) has partnered with the Center for Independent Experts (CIE) to undertake an expert panel review of methodological practices employed in the development and administration of the Bering Sea and Aleutian Islands (BSAI) Crab Economic Data Report (EDR) program. The crab EDR program was implemented by the AFSC under the direction of the North Pacific Fishery Management Council (Council) and in accordance with 50 CFR 680.6 in 2005, concurrent with the transition to the rationalized management regime. To support the Council’s ongoing efforts to revise the EDR program to address changing analytical objectives, data quality limitations, and excessive submitter burden, the AFSC has sought guidance from independent experts in the fields of applied economic analysis of fishery resource management, design and testing of economic surveys of business establishments, and methods for data quality assessment and data quality control. To facilitate the development of guidelines for best scientific practices, the CIE has appointed an expert panel to provide a review of methods and practices employed to date and provide independent reviews and recommendations for methodological improvements and appropriate standards. The CIE Panel convened a public meeting at AFSC on August 23-24. The meeting was chaired by Dr. Chris Anderson of University of Rhode Island, and included the participation of crab industry representatives and other members of the public.
CIE Reviewer Reports
Peer review reports, written individually by the CIE Panel reviewers, and a summary report, written by the CIE Panel chair, have been approved for distribution by the CIE Steering Committee and NMFS Office of Science & Technology. A report addendum contains reviewers' clarifications and corrections in response to AFSC comments.

The Panel Meeting Chair's Report, written by Dr. Chris Anderson, has been completed and is now available. In addition, an addendum to the CIE review reports is now available. This addendum provides clarifications and corrections to the CIE independent peer review reports as requested by the Alaska Fishery Science Center. These corrections are approved by the Center for Independent Experts (CIE) reviewers who participated in the Bering Sea and Aleutian Islands Crab Fisheries Economic Data Collection Program review, which took place from August to October 2011. The content in the addendum is provided to address minor, factual matters in two CIE independent peer review reports, and it does not in any way affect the reviewers’ overall findings and conclusions.
